Young Participation in Higher Education (POLAR)

The Young Participation in Higher Education (HE) for local areas (POLAR) dataview has been updated with the latest release (POLAR 4) which covers a five year cohort of young people originally identified as 15 year olds (denominator) who then entered Higher Education aged 18 or 19 year olds between 2009-10 and 2013-14 (numerator).  This timeframe is a bit difficult to express in the Northamptonshire Analysis format so please be aware that this data was released in October 2017, so is more recent than it looks! (although, sorry, I did miss it coming out until now) - see the dataview metadata for more information on dates covered.

Northamptonshire's latest young HE participation rate is 34.5% placing the county below the England average of 37.5% and ranked 19th amongst the 33 English and Metropolitan counties.   However, the rate has improved by 2.6 %-points since the last time it was calculated (POLAR3 covering HE entry between 2005-06 to 2010-11) and this moved the county up two positions in the rankings, but with 12 others improving at a faster rate and the England average improvement between the two data releases logged at 3.3%-points.

The POLAR4 young HE participation rates amongst the boroughs and districts range from 25.7% in Corby to 44.5% in South Northamptonshire.   Ranked alongside the 326 Borough, District and Unitary (BDU) authorities, Corby is placed in the 10th decile (lowest) while even South Northamptonshire is only found in the 3rd decile for this indicator.   Northampton is the only one of the county's boroughs and districts which shows above national average improvement in the young HE participation rate between the two releases (up 3.4%-points).   Interestingly, Kettering only shows an improvement of 0.4%-points which places the borough just inside the 9th decile for %-point change in its participation rate between the two releases.

There are nine MSOA small area geographies in the county with a young HE participation rate of less than 20%. These are distributed across the county : 3 in Northampton, 2 in Corby and 1 apiece in Kettering, Wellingborough, Daventry and East Northamptonshire. The three with the lowest rates are :
.... Kettering 005 : 13.4% (Kettering Buccleuch area including Ivy Rd and East Ave)
.... Northampton 017 : 15.7% (Dallington, Spencer, King's Heath)
.... Wellingborough 005 : 16.6% (covering Park Farm Ind Est, Ruskin Ave, Windermere Drive and Swinburne Road areas).
